hey, well ill be doing a website in flash and html. and this is like my first REAL web design job so would it be reasonable to do it pretty cheap? like maybe $100 or something?

Bro $100 is way too cheap, the least would be like $500 cause i am doing all of it myself, buttons images, flash codes, etc...its not worth it doing it for so cheap money ;)
im doing everything myself as well.
