Personally I would not put it past our wonderful government to have resources such as virii and root kits.
On the same note I would think that (theoretically) if they do then these programs would never be seen by mainstream society. They don't need to drop a virus wild on the net to see what’s going on. The good old men in black probly have access to more bandwidth than MIT and Berkley put together. Considering that it was publicly announced that the they were gearing up for acts of cyberterrorism, I would count on it. Want an example of one of the newer systems unveiled to the public go here:

Wow, thought someone would actually think that anything the governement might do would NOT be easily accessible to the public eye. Guess i was wrong lol. If it was that easy to detect what the govenment does, can I work for the CIA, to help straighten out there "security" leaks?????

That virus hasnt been around for a while....Also I didnt see anyone posting a question about it so....how is it an answer for beginners.
