I to have experienced a similar problem before...
Winsockfix.exe helped me alot, it's a tool that replaces some registry keys and fixes your tcp/ip settings, which usually get messed up when using tools like spybot and adaware...

I am using Win 98 SE OS, and I can't open or use Explorer in any way I can't even browse my computer contents. I have tried every diagnostic test I can think of including Windoctor, Virus Scan, Ad aware, spybot. I reinstalled IE6 twice. I have tried to use the windows update, but it only works if you are using explorer. I am using mozilla in the meantime, but I don't know how to use it to scan my computer contents or how to run any of my control panel programs as they wont work without explorer either. I would really appreciate some help.
I am amazed at the number of replies where the Original Post was not Read:
1/ the Operating System IS Win98..
2/ The problem is the Web Browser - Note it is said
I am using mozilla in the meantime
3/ Another Web Browser is ALREADY BEING USED
iexplore.exe is the Browser component.. use by the Web browser as well as the Windows explorer..system browser
I suspect that when The control panel is opened.. the tool bars open but nothing in the main pane?
Is the story the same if you try opening My computer?
Winsockfix is not the immediate answer here..
Winds8929 has could have an answer.. but I suspect this problem appeared B4 you started the cleans..right?
If your answer is yes to all of the above: Clean install will be the easiest answer.. sorry.. I hate it when others tell me that.. but if you can back up the important.. and partition and format the drive, and clean install .. will be less time and worry than the repair..
OK Warning out of the way:
1/ remove the HDD from the machine.. and connect it to another PC (preferably 100% virus/adware clean).. this connection can be via the IDE bus or via a ide-usb adapter
3/ Run a scan Disk (check Disk) then defragment the drive
3/ now scan the drive with a current version of McAfee Stinger, then a current updated AV, prog, do an On-line scan with Housecall.trendmicro.com, Throw the cleaner (updated) into the fray..
4/ Now do a scan with Spybot S&D, and Adaware se v1.05
All of that is first and formost
If Any of the above steps find anything.. that is anything other than a cookie.. report back here with the results..
If all that is clear.. now we visit the MS knowledgebase and look for answers..Oh and we could safely reinstall the HDD back ito its original home..
but later on that

Thanks, I am sure you are right about reinstalling the OS. I just don't have it. My system is a clone made for me by a tech. I didn't get the OS on disk, I just have all the cab files on my hard drive. I am probably going to have to break down and buy a new OS.
If I buy a new OS I will have to upgrade my computer...blah blah blah

OK, this is a different country, but I guess I could walk down the road and buy a Win98SE Cd for around 10 USD (ten dollars)
Upgrading your OS might not be such a good idea..............would you like to tell me what memory, processor and such that you have?

My g/f bought a compaq with no sys disk, it allowed us to create a 5 disc back up. Her computer got corrupted by spyware, and back up sys disk, and restore would not function. Similar to your problem, her disk was as good as no disk at all. i tried for 2 weeks to repair. After inventing a few new words, had to spring for xp. I guess on the bright side, she now has a stand alone sys disk....

I agree with FANACOOL you better format and reinstall windows and if you are using windows 98 it is better to swich to millenium

well i also have a another way round try to install fire fox as you default browser,may be .....i repeat may be .......that may help

I tend to use Win98SE on lower spec machines. I don't like Millennium on anything with less than 384Mb of RAM.
I have millenium running on a PII/266, PII/333 and PII/450, Duron/1.3 and P4/1.7 so the processor doesn't seem to make much difference. It is very much a RAM resource thing.
I wouldn't recommend using more than 512Mb of memory with any 9X machine, as too much memory makes them unstable.
I would not personally build an XP box with less than 512Mb and a PIII/733 processor.
Please remember to get a firewall on a CD and load it after you have done a reformat/reinstall, or you will get infected as soon as you connect to the net.
As for the problem ..................I think that Und3ertak3r has given some excellent advice..........make sure it is not a malware problem first............
I have had problems with corrupted LSP stacks in the past, but as I recall you could still open IE, it just didn't connect to the net?
Please let us know how you make out

I have to agree with nihil on this.
Winsock LSP is AFAIK a dll which get damaged or so for some reason.
The best symptom is with DHCP when you get a 169.x.x.x IP
169.x.x.x is a sort of internal default subnet of XP.
so, you can't get an IP, but the DHCP is up and running, this is because of that dll.
WinsockXPFix and LSPFix are two tools to resolve this.
Sorry that I went way off topic, but I thought I could clarify this a bit..
