You may want to go into the properties for your network card, either through Device Manager or Network connections. Click the Configure button and choose the Advanced tab. Under that there should be settings for Link Speed and Duplex. The are probably set to auto config or factory default. Try setting it to 100 Full Duplex and see if it is any better, if not try one of the other combinations.
